Australia is 10,740 times bigger than S'pore, So why are their Immigration laws stricter?

A friend is going to migrate to Australia soon. I found out some interesting facts about migrating to Australia from him.

First of all, he and his wife need to take English written and speaking tests. As the main sponsor, his test will be more difficult than hid spouse. This is to ensure that migrants like him and family can integrate into Australian society when they migrate over.

Secondly, he will need to find a state which needs his professional expertise to apply for migration. Different states in Australia will have different demand or job vacancies as well as point system.

After he can fulfill the points needed, he will need to show that he has enough money or savings or assets to sustain his livelihood for at least six months in Australia.

Then he must show that he has started looking for jobs in the state which he has applied for by showing correspondence via emails or internet, to make ascertain his employability.

Only then will he be allowed to travel to Australia with the necessary papers to continue his job search there.

After listening to his experiences through these processes, I was wondering why the hell Singapore as such a small island state gives away jobs, PR and citizenship so easily. PAP keeps complaining that Singaporeans are not integrating with new migrants but the truth is, new migrants should have the basic necessary language skills first before they are allowed to come come over else, how to integrate into our society?
