One of my friend said that if you want to know if the organisation can pay their staff well with fat bonuses, all you have to do is to take a look at their annual Dinner and Dance.
The more extravagant their place/ venue Dinner and Dance, the more likely their HR will pay their staff well.
This friend of mine works in the private sector and although it is listed in the stock market, the salary stagnates when you reach your 40s. His annual dinner and dance is also held in more 'affordable' places such as River View Hotel, Furama Hotel, Expo and the Chevrons in Jurong.
Many netizens have voiced out in Forums that HDB Dinner and Dances are known to be extravagant and expensive.

Initially, I thought that there could be some rumours but when I did a search, it is true that HDB does splurge a lot on Dinner and Dance.
Such as HDB Info Security Department (ISD) held their DnD in Fort Cannings Legends, a place notorious for high prices. http://www.youtube.com/watch?v=OdF4Yvu4WlU
DJ Daniel Ong also revealed in his Tweet that he is hosting a HDB DnD at Marina Bay Sands. Click on

VOX (a musician band) also was hired to perform at HDB DnD event.
VOX is Singapore's Pop Rock String Quartet.

It has been widely reported that HDB Loses Billions of Dollars a Year. Click on http://sg.finance.yahoo.com/news/hdb-loses-1-billion-why-160000827.html
It is one thing to whine, bitch and complain that you lose money in an organisation but when you splurge on big tickets items such as Dinner and Dance events at MBS with famous celebrities such as Vox and Daniel Ong, it is sheer hypocrisy in its highest art form.
One of my other friend who is a social worker said that sometimes, she has to write in to MSF and PA CDC to ask for financial assistance on behalf of her clients who may face difficulties. Once she found her client eating McDonalds, she marched in and gave her a good scolding.
