My HR friend felt indignant. Being a HR executive, she is furious that ICA and MOM never do their job to even check their qualifications before giving PR status to PRCs with bogus qualifications.
As this HR friend of mine is in a government sector, she told me that she has to be very meticulous in their reference checks. This includes writing back to their previous employers and even asking very personal things such as the number of MCs taken, the number of times the job applicants are late.
In some cases, these job applicants need Category 1 high clearance and she told me that she even has access to medical reports etc. So if you have been treated for clinical depression, it will render the job applicant not suitable for employment.
Better to be safe than sorry, she said. If the candidate has been found to have these flaws, it is better to look for other candidates as HR's rice bowl is on the line if they hire the wrong candidate.
My uncle, who is a lawyer, has said that (not sure if this is true), that MOM/ ICA processes a few thousand work permits/ PR applications per day. With the high volume of workload, it is quite impossible for MOM / ICA to check on the authenticity of each applicant. And some fake certificates are indeed quite beautifully made and looks authentic. Even if MOM/ ICA were to write back for reference checks, the foreign university/ college may not even reply and that's when MOM and ICA officers orders these foreigners to go to his law firm and do a Commisioner of Oath declaration etc.
And this is how Yang Yin managed to sneak into Singapore to scam Mdm Chung.
With HDB's announcement that PRs are forced to wait for 3 years before they are eligible to buy HDB flats, we have seen many foreigners who are on PRs going for Singapore citizenship.
