So many comments but no-one bother to use the hammer to hit the nail! Folks, the reason why foreign workers are so desired by Singaporean employers is purely for the foreign workers quota – it is a money generator for employers. It is like winning the jackpot & 4D combined!
MIGRANT LABOUR
Did you know that in Singapore, some major contracting companies do not do actual construction work themselves but only do labour supply – the scope of construction works are subcontracted out exclusively by using their labour resources. Their labour pool are circulated over various construction projects thus earning their ‘slave owners’ immense ‘rent’ profits plus no financial risk!
Some contracting outfits even integrate backwards going overseas to sourcing for foreign workers themselves cutting out the domestic middleman. This is done in order to capture more of the profits themselves. With profits gleaned from their labour activities, they are able to bid aggressively for govt. public projects that do not make money but gives them more foreign workers quota which benefits their overall bottom line. That is why contractors are so aggressively in grassroots work for the PAP.
MNC EXPATRIATE PAY PACKAGE
This practice was done long ago but I believe it is still practice today. Expatriates in Singapore are engaged with a standard expatriate package but in truth, these expatriates are paid back home on their domestic pay package. The expatriates only gets the housing & children’s education package. The expatriate pay package is simply a profit flow-through to the MNC. That is why MNCs pay for their expatriates local tax bill – they don’t get to see that money!
SME FOREIGN WORKERS QUOTA
SMEs are the most vocal for foreign workers. Some of them actually abuse their foreign workers quota for a funny purpose. Singapore’s Geylang PRC ‘chickens’ came here using SME’s quotas – the pimps pay the SMEs for the use of the quota while the SMEs simply pay the chicken’s wages like they are working there but it goes back into the employers back pocket. They then kpkb to the govt that they’re not making money but in truth, they are profitable. The game is to get more quota from the govt. ie. MOM.
EMPLOYMENT PASS/S-PASS
The higher grade E-Pass/S-Pass from MOM have a salary cap for application. But labour contracting geniuses game the MOM system by bringing in lower grade workers under this scheme but the wayang show is that the workers have to rebate the employers back with part of their salary. This was the 7-11 store assistant scandal.
The fake degree/diploma situation are to fool MOM into granting workers E-pass or S-pass.
HR INTERNAL LABOUR CONTRACTING
Foreigners in HR dept are culprits. They recruit their own countryman purely to earn 2-3 months salary as commission if they are successful in securing them a job. That is why Singaporeans can bang their head against the wall that they cannot get jobs from companies whose HR dominated by foreigners.
