We thank Mr Joshua Selvakumar for his letter ("Can PRs be judges?"; last Monday).
The criteria for the appointment of a District Judge are prescribed in the Subordinate Courts Act.
The Singapore Legal Service is responsible for the appointment of candidates as Legal Service Officers (including officers who may be appointed as District Judges).
The position of the Legal Service, which takes reference from the framework of the Public Service, is that candidates who are permanent residents (PRs) of Singapore may be considered for appointments to the Legal Service, where the demand for trained personnel is high.
