In a reply via Facebook to NSP member and activist, Ravi Philemon on the issue of making tissue sellers pay a license fee of $120, Vivian Balakrishnan is now claiming that NEA does not issue licenses for such activities.
This is despite NEA stating on its Facebook that licensing is required and that thus far, it has issued licenses to 11 such sellers and those with licenses are "technically in breach of the law".
What are members of the public to make of such contradictory statements by the NEA and its minister in charge?
